This seminar will explore the operational and technical dynamics of payments systems, and their interaction with the monetary and financial system more broadly. Questions to be addressed include:

What are the functions of a payments system? What do payments systems have in common, and how do they differ?

What are the core dynamics of the contemporary global payments system? Who benefits and loses from these dynamics?

What role can digital innovations like cryptocurrency and mobile finance play in promoting equitable development and financial inclusion?



Scott Fullwiler

James A. Leach Chair in Banking and Monetary Economics

Scott Fullwiler, Ph.D. holds the James A. Leach Chair in Banking and Monetary Economics and is an Associate Professor of Economics and Co-Director of the Social Entrepreneurship Program at Wartburg College, Waverly, Iowa. He is also Adjunct Faculty at the Presidio Graduate School, San Francisco, and a Research Associate at the Center for Full Employment and Price Stability, University of Missouri–Kansas City. Dr. Fullwiler has published in the Journal of Economic Issues, Journal of Post Keynesian Economics, and in edited volumes, and in 2009 co-edited Institutional Analysis and Praxis–The Social Fabric Matrix Approach. Her research focuses on money and the law, blockchain technologies, governance of emerging technologies, financial stability, and crisis lawmaking. She has presented her research at Harvard Law School and with the Modern Money Network at Columbia Law School, among others.
